In India, it is mandatory to get licenses for manufacturing, storing, and selling explosive and volatile substances. Governed by Petroleum and Explosives Safety Organization (PESO) , these licenses are awarded after a thorough investigation of the site and assets where the manufacturer is planning to get the manufacturing process underway. PESO was formed as the Department of Explosives in 1890 by East India Company and was later merged under Department for the Promotion of Industry and Internal Trade and the Ministry of Commerce and Industry.
